It is left as a cliff hanger because even though the show is cancelled there is going to be a least 2 movies and possibly 6 movies next season. Kind of like a movie of the week type deal. Because of the Save Angel and all the support the WB is negotioating the movie deal. That is why Joss left things open so there would be stuff for a movie that could also include more of buffy when it comes to tying up the prophecy.
